The Morgantown Parking Authority offers 2,202 parking spaces that service the Downtown area. In addition, there are four multi-level parking garages, nine surface lots, and 14 metered City streets that are accessible 24 hours a day, seven days a week.

Camera System
All of the parking garages have security lighting throughout. In addition, the University Avenue and Spruce Street parking garages are each monitored with 49 cameras recording day and night.

Help Phones
Each gated parking garage has help buttons located at each entrance, each exit as well as each paystation. Should you have any questions or need assistance, press one of the help buttons answered twenty-four hours a day.

Parking Garages

Four multi-level, covered garages are accessible 24/7. All of the facilities have security lighting. In addition, the University, Wharf, and Spruce Street Garages are gated garages with “Help” buttons on all Gate Access Equipment for immediate assistance 24/7. Parking permits for these facilities are available on a first-come, first-serve basis.

Residents and Visitors
All of the multilevel facilities are operational 24/7 and customers pay only for the time they have used. All parking is paid hourly; however, monthly parking permits are available for the University, Wharf and Spruce Street parking Garages. There are 900 monthly permits issued in the Parking Garages and have cost savings up to 80% when compared to paying a daily rate.

Students

STUDENT PERMITS GO ON SALE FOR THE  UPCOMING 2023-24 SCHOOL YEAR ON JULY 1, 2023

It is important to note that the University Avenue facility is usually fully occupied between the hours of 9:30 a.m. and 1:00 p.m., and begins to empty after 2:00 p.m. The Spruce Street facility (located by the Public Safety building), however, usually has anywhere between 60 and 80 spaces available for parking at all times. It is a short walk from these facilities to the Downtown campus and students are encouraged to take advantage of the available space. The Spruce Street and Wharf garages are $.75 an hour. The University Ave. garage is $.75 per hour from 6am to 6pm/ $1.00 per hour from 6pm to 6am; however, permits are sold by the semester for students wishing to park in the University, Spruce, and Wharf facilities.

Metered Parking Lots/Streets

Short Term Parking
Short Term parking is defined as parking at any Short Term meter for short periods of time during the day while conducting business in or visiting the City of Morgantown. Customers who park at a short term meter may not continue to insert money into the meter beyond the time allotted on the meter. Please be sure to read the rules posted on the meters.

    Fayette Street and Chestnut Street Lot B – 77 spaces (75 cents/hr from 6am to 6pm) ($1.25/hr from 6pm to 6am)
    Chestnut Street and Forest Avenue Lot E – 30 spaces (75 cents/hr from 6am to 6pm) ($1.25/hr from 6pm to 6am)
    Spruces Street (across from Library) Lot F – 39 spaces (75 cents/hr) Hurley Street and University Avenue Lot N – 35 spaces (75 cents/hr) University Avenue and Garrett Street Lot M – 19 spaces(75 cents/hr)
  • Street Parking
    Brockway, Chancery Row, Chestnut, Fayette, Foundry, High, and Walnut Street ($1.00/hr 24hrs)
  • Downtown
    The Green Zone is located on High Street, Walnut Street, Fayette Street, Chancery Row, Foundry Street, and Chestnut Street. There is a 2-hr limit on the entire Green Zone area per 24-hrs. Green Zone meters can be identified by the “green top” on each meter.

Long Term Parking
The Morgantown Parking Authority also provides Long term parking lots and garages for the parker who needs to be in the Downtown for an extended period of time. In the Long Term lots customers may park up to ten hours. In the garages, they may park up to 24 hours.

Event Parking

The Morgantown Parking Authority works closely with Main Street Morgantown, The Metropolitan Theatre, Ruby Hazel McQuain Park, Bo Park, The Morgantown Theatre Company, WVU, MHS and UHS as well as various other groups in the Downtown to provide affordable flat rates for various events in the City of Morgantown. Event Parking will be located in one of or all of the Morgantown Parking Authority gated garages.

Blue Curb Parking

Residential  Blue Curb Parking Permits are on Sale now for the 2023-2024 year!

Home Owner
If you are a homeowner living within the city limits of Morgantown and your neighborhood has blue curb parking, you may be eligible** to receive two yearly passes, and one visitors pass*. To receive your passes, you must bring to our office proof of ownership. We will accept a recent property tax receipt or the property deed. Along with your proof of residence, you will also need to bring current registration cards for the vehicles you wish to purchase permits for.

Leases
If you lease a home within the city limits of Morgantown and your neighborhood has blue curb parking, you may be eligible** to receive two yearly passes, and one visitors pass*. To receive your passes, you must bring to our office a copy of your lease along with your current vehicle registration cards for the vehicles that you wish to purchase permits for.

Sunnyside
Each structure in the Sunnyside district will be eligible for three (3) blue curb permits. Permits are to be purchased by the property owners. When applying, the owner must show proof they own that address by providing any following documents: tax receipt or property deed.

*Visitors pass – A visitor pass is used only by those visiting the residents for which the visitor pass Is issued. Residents may not use the visitor pass for their personal vehicles or give it to any friend or relative for any other purpose other than visiting the residents. If this code (367.99) is violated, there will be penalties. Visitor passes are not available for the Sunnyside district.

**Eligibility – If you have never acquired a blue curb permit before, you must contact our office to see if your address is eligible.

Sunnyside Blue Curb Administration Rules/Regulations
CITY OF MORGANTOWN DESIGNATED PARKING DISTRICTS ADMINISTRATIVE RULES AND REGULATIONS FOR THE SUNNYSIDE DISTRICT

The Morgantown City Council has adopted ordinances providing a Designated Parking District for the Sunnyside area. Within the district, property owners may obtain permits for distribution to their tenants vehicles or, if owner occupied, for their vehicles during the restricted time for on-street parking.

The rules and regulations governing the issuance of permits and subsequent use of on-street parking in the Sunnyside Parking Districts are as follows:

  1. Property owners may apply for parking permits by visiting the Morgantown Parking Authority at 300 Spruce Street. Permits are valid from July 1 – June 30 each year and may be renewed each year as early as June 1.
  2. Each Property Owner is eligible for 3 residential permits for each residential structure (when applicable). When applying, the owner must show proof they own that address by providing any of the following documents: tax receipt, driver’s license, or property deed.
  3. Permits are for residents of the Sunnyside District and CANNOT BE RESOLD or redistributed for any other purpose.
  4. Each owner may request permits for Landlord use.
  5. All permitted vehicles are required to be parked in a manner that does not violate any city ordinance or state law.
  6. Permits issued under the Designated Parking District System are valid only in the district for which they have been issued.
  7. Violating rules may result in temporarily revoking the parking permit(s)
  8. HAVING A VALID PARKING PERMIT FOR THE SUNNYSIDE DISTRICT DOES NOT GAURANTEE YOU A PARKING SPACE.

Permit Fee Schedule

  • Each Residential Permit – $20.00 per year
  • Landlord permits – $50.00 per year

EVANSDALE, GARRISON, MCCULLOUGH, PARSONS, PENNSYLVANIA, PRICE, SOUTH PARK, & WILES HILL

The Morgantown City Council has adopted a series of Ordinances providing Designated Parking Districts throughout the City of Morgantown.  Within such districts, residents may obtain permits to park their vehicles on the public streets during the restricted time for on-street parking.  The restrictions on vehicles without permits are contained in each Designated Parking District that has been created.

The rules and regulations governing the issuance of permits and subsequent use of on-street parking in the Designated Parking Districts are as follows:

  1. Residents may apply for parking permits by visiting the Morgantown Parking Authority at 300 Spruce Street. Permits are valid from July 1-June 30 each year and must be renewed each year.
  2. For all districts excluding Sunnyside: Each residence is eligible for 2 residential permits and 1 visitor permit (when applicable). When applying, each residence must show each vehicle registration and proof they reside at that address by showing any of the following documents: tax receipt, driver’s license, or a utility bill.
  3. For all districts excluding Sunnyside: Tenants renting in these designated areas may obtain a residential permit by providing a copy of a signed lease agreement with the property owner and a copy of the vehicle registration.
  4. The Visitor Permit is for guests of the residence only and may not be used by anyone residing in the residence. A visitor permit may not be used more than 3 consecutive days for the same vehicle.
  5. Each residence excluding Sunnyside may request temporary five day visitor permits.
  6. Permits are also available for business owners, landlords, and realtors.
  7. All permitted vehicles are required to be parked in a manner that does not violate any city ordinance or state law.
  8. Permits issued under the Designated Parking District System are valid only in the district for which they have been issued.
  9. Violating rules may result in temporarily revoking the parking permit(s).

  • Second or Replacement Residential Permit – $20.00 per year
  • Visitor Permits (1) per household – $20.00 per year
  • Caregiver – $20.00 per year
  • Five Day Visitor Permits – $5.00 per occurrence

Metered Parking Regulations

  • Expired meter – more than 10 minutes past expired time
  • Over yellow line – vehicle obstructs adjoining space
  • A vehicle can not back into any metered space. Always face the meter or stall number.
  • 2-hour limit in all short-term parking
  • Red meters – loading zones at times posted on the meter; make note of the times before parking at a red meter.
  • All lots require 24 hour compliance

Violations

  • Parking Citations – in the event that you receive a citation for a parking violation, you may pay the citation through our website at pay.parkmpa.com, by phone, mail, or visiting the downtown office.
  • Booted Vehicle – a parking “boot” on your vehicle indicates that you have accumulated unpaid fines. Your vehicle will be immobilized until you contact the Parking Authority and pay all unpaid citations. Though unfortunate, the “boot” is used rather than having your vehicle towed; thus saving you time and money.
  • Towed Vehicle – in the very rare event that your vehicle is towed, please contact the Parking Authority.
